The prospect of losing PILT payments has been around for years.

National forest payments in lieu of taxes began in 1977.

The legal basis for these payments is the Public Law 94-565, also known as the Payments in Lieu of Taxes (PILT) Act, which was signed into law on October 20, 1976 [US Department of Interior (.gov)]. The first payments were distributed in the following fiscal year, 1977.
