- William E. Barlow was born in Pocahontas County, West Virginia on May 6, 1847. He was the son of John and Emily (Ewing) Barlow. His father died in Schuyler County, Missouri in 1858.
- Mr. Barlow was married to Elizabeth J. Sanders in Pocahontas County on June 28, 1868. She was a daughter of Joseph and Sarah (Sheets) Sanders, and was born in Lawrence County, Ohio on September 2, 1849.

- Mr. Barlow was a soldier in the Civil War. He enlisted in Company B, 91st Ohio Volunteer Infantry in 1863 and was discharged at the close of the war. He participated in twelve battles, including the Lynchburg raid.
- After the war, Mr. Barlow moved to Gallia County, Ohio. He died in 1928.
