Answer:

In 1861, the United States was divided over the issue of slavery, leading to the Civil War.  The eastern counties of Virginia relied on slavery for their plantations and sought to maintain their power and control within the state legislature.

The western counties of Virginia, however, were not treated fairly. They lacked adequate voting rights, faced unfair taxation, and did not want slavery.  In 1861, these western counties decided to secede and form their own state.  President Lincoln approved their statehood on December 31, 1862.

On June 20, 1863, West Virginia officially became the 35th state of the Union.

There is no "East Virginia" because, after the original state of Virginia divided, there was no need to create a new state with that name.  The western portion became West Virginia.
