The No bag rule!

DUNMORE NOT ELKINS!

It looks like the local authorities are getting serious about where that Snowshoe aprés-ski debris ends up! Here is a breakdown of the "Flow Control" violation as seen through the eyes of a very dedicated (and slightly witty) Pocahontas County Litter Officer.

OFFICIAL CITATION: POCAHONTAS COUNTY SOLID WASTE AUTHORITY

Notice of Violation: Illegal Export of Municipal Solid Waste

FieldDetails
Officer:Officer B. Green, Badge #749 (Litter Control Division)
Location:Rt. 219 Northbound, Pull-off at the Randolph County Line
Defendant:One (1) "Powder Hound" in a mud-caked 4x4
Evidence:One (1) overstuffed black 30-gallon drawstring bag nestled between a pair of expensive powder skis and a half-thawed tailgate.
Violation:Breach of Flow Control Ordinance (Attempting to sneak Pocahontas refuse into Randolph territory).

The Scene: A "Trashy" Stand-off

Officer Green: "Afternoon, hoss. Nice day for some turns at Snowshoe, isn't it? I noticed you’ve got a little souvenir in the back of the truck there. Planning a delivery to the Elkins landfill?"

Skier: "Oh, this? It’s just one bag, Officer. I figured I’d drop it in a dumpster once I hit the Randolph line."

Officer Green: [Sighs and taps the 'Pocahontas County' patch on their shoulder] "See, that’s where you’ve slipped up. That bag was 'born' in our mountains, and per our Flow Control requirements, it has to 'die' in our mountains. You’re currently attempting an illegal export. This bag belongs to Dunmore, not Elkins."

Understanding "Flow Control"

In Pocahontas County, trash isn't just "junk"—it's a regulated commodity. Here is why you’re getting that ticket:

  • The Mandate: All solid waste generated within the borders of Pocahontas County must stay in the county.

  • The Destination: Every scrap, peel, and wrapper must be delivered directly to the PCSWA (Pocahontas County Solid Waste Authority) Transfer Station in Dunmore.

  • The Prohibited Act: Loading up your truck and hauling that bag across the county line to Randolph, Greenbrier, or anywhere else is now a legal "no-go."

  • The Reason: Flow control ensures the county has a predictable stream of waste to fund local environmental programs and keep the transfer station operational. When you take your trash to Elkins, you’re essentially "stealing" the processing fees that keep Pocahontas clean.

The Satirical Prompt: "Write a 'Public Service Announcement' from the perspective of a terrifyingly cheerful government official. Explain that 'Recovery of Cleanup Costs' and 'Referral to Law Enforcement' are actually just 'unplanned community bonding exercises' for citizens who failed to appreciate the beauty of a properly filed administrative compliance order."

Ticket Status: Issued.

Fine Amount: One trip back down the mountain and a lecture on local civics. Since you’re keeping an eye on local regulations, are you interested in how these Flow Control laws affect local businesses differently than individual skiers?
