(7) Investigate logistical and staffing models for program implementation in West Virginia, including the roles of instructional coaches, paraprofessionals, and partnership programs such as AmeriCorps and "Communities in Schools," and find case studies for scheduling models like "WIN" (What I Need) blocks.
(8) Synthesize all data, analysis, and research into a single, comprehensive proposal titled the "Mountain State Scholars Support Initiative," structured to match the user's request, detailing the data-driven school selection, the three-tiered MTSS program, and the implementation plan with its specific primary and secondary KPIs.
