(1) Examine the attached file `2025 Scores.xls - Sheet1.csv` to identify all columns relevant to county (`District Name`), school type (`School Type`), subgroup (`Subgroup`), ELA performance (`Assessment ELA Performance Value`), and ELA target status (`Assessment ELA Proficiency Meets Annual Target?`).
(2) Compile a unique list of all counties available in the `District Name` column.
(3) Process the list of counties in reverse alphabetical (descending) order (e.g., starting with Wyoming, Wood, Wirt, etc.).
(4) For each county, locate the summary record for 'All Schools' (e.g., where `School Name` is `District Record`, `School Type` is `All Schools`, and `Subgroup` is `Totals`).
(5) From this summary row for each county, extract the overall `Assessment ELA Performance Value` and the `Assessment ELA Proficiency Meets Annual Target?` status.
(6) Create a list presenting each county (in descending alphabetical order) alongside its extracted 'All Schools' ELA Performance Value and ELA Proficiency Target status.
(7) Analyze the generated list to identify the counties with the highest and lowest overall ELA Performance Values.
(8) Provide a summary analysis of how many counties met the ELA proficiency target versus how many did not, including the performance of Mercer County, West Virginia, relative to the others.
