1. Make Trap-Neuter-Return (TNR) programs mandatory nationwide. TNR is the most humane and effective way to manage community cat populations. It involves trapping cats, having them spayed or neutered, and then returning them to their outdoor homes. This reduces the number of kittens born each year, improves the health of community cats, and helps to reduce conflict between people and cats.

2. Provide funding for low-cost spay and neuter services for all cats. Spaying and neutering cats is the best way to prevent unwanted litters and reduce the number of cats that end up in shelters. However, many people cannot afford to spay or neuter their cats, which is why it is important to provide affordable or free services.

3. Promote responsible cat ownership. This includes educating people about the importance of spaying and neutering their cats, keeping their cats indoors, and providing them with proper care. It also includes advocating for policies that protect cats, such as leash laws and bans on declawing.

By implementing these three changes, I believe we could make a significant difference in the lives of cats in our jurisdiction. We could reduce the number of homeless and unwanted cats, improve their health, and reduce conflict between people and cats.
